The first one displayed properly after adding the Search Form to the sidebar.  It is possible that one of the other modules installed on drupal10test.sinet.ca is triggering the issue.  One option would be to disable some of the contributed modules and see if the issue goes away.

Adding enough text so that there is a a complete teaser to be displayed on the blog summary page.   Based on previous experience with 10.2.7, I expect the blog summary will extend the full width of the screen until I enable the sidebar.  Rather than installing Tag Clouds, I will try to find a core block that serves the same purpose.  I expect the blog summary will take up two-thirds of the screen and the sidebar one-third.
